Pedro provides more defensive solidity from the wing than Hazard. It’s basically a tactical preference given the opponent. Otherwise I definitely agree that Pedro at CF makes a lot more sense than Hazard.

The thing is, you want Hazard to have the ball more from the wide areas. In the middle t is harder, not with the Fernadinho closing he gaps and two alert center half's. With Willain, Kovatic, Ngolo and Jorginho, you have more than enough defensive cover, and ofcourse Pedro still does defensive work no matter where you pay him from
