Should FIFA organise a mini shadow World Cup?

Should FIFA organise a shadow mini World Cup before every tournament for some countries to lock their wounds, regain some pride and probably sell some Kenkey? It could be organised in a format similar to the Confederations Cup.

This year for instance, the teams involved could include:

Group A
Netherlands
Chile
USA
Ghana

Group B
Wales
Paraguay
Cameroon
Ukraine - Hosts due to their proximity to Russia

No. The world cup is prestigious as it is no need to water it down. If you don't qualify you'll have to wait and try again in 4 years.

There are no medals for 2nd place. If you don't qualify you don't get a second bite of the cherry, instead you get a remote control and watch on tv like everybody else..

Where is your human sympathy? Just imagine if you have invested 100bn cedis in a Kenkey processing factory hoping to recoup your capital with increased sales during the World Cup. At least this tournament would assist a bit.

I was about to write that. Additionally, the last qualifiers for a 48-team Wirld Cup is designed to provide that feel also.
