The concept is not a bad idea.
However, the logistics will be a nightmare for the confederations.
How do you organize qualifiers? Its going to be almost impossible to do, especially with continents with many countries, like Africa and Asia.
Also gives an advantage to Europe who already have established U18 tournaments.

I actually think it won't be much of a problem. The games are not dependent on dates restricted to FIFA international match days which opens up the calendar. More matches will take place at shorter intervals like the annual continental competitions which you know take place inspite of domestic engagements for the clubs.

A global contest can never be annual, unless it will be a World Cup in the US sense, with every country playing its own. That way, Nigeria can have its World Series every year in Ajegunle or Jos or anywhere they have a patch of land.

The costs (logistics and overheads) to various football associations especially in Africa and Asia will be too burdensome. And, the concept of a yearly tournament does not sit well. It'll be like an unending cycle with literally no room for anticipation- an attractive ingredient of the other FIFA tournaments. In due course, the female version will be introduced, and then the problems will likely double. Hardly seems feasible, but, maybe the experts have already sounded it out.

But there is already a global competition that takes place on an annual basis. The FIFA World Clubs Cup has always been an annual event. Although, the new concept that FIFA is bring into effect will move to a 4-year cycle with an expanded pool of 24 clubs.
