The ratings you are using is American influenced so you have to also factor since the USA men national team did not qualify, most casual Americans will not tune in for the group games , maybe the finals
If you guys have been following sports in America, especially this year (and I mean from NBA to NFL to Baseball...), ratings have been plummeting. In fact it began in 2016. It has nothing to do with USA not being there. After all, USA exited in the second round of 2014 WC and the viewership didn't take a dive for the rest of the games in Brasil. USA didn't make it pass the group stage in 2006 and viewership didn't take a dive.

In fact, very few followed USMNT during their qualifiers and only a few cared they didn't qualify (definitely not the media). It has nothing to do with ESPN being a better option either. Ask yourself this question: Why did ESPN pull out of the bid for this WC but are still showing MLS games and will be showing MLS All Star game in August?

Anyways, ratings have been going down in all sports on American TV.

Fox's "coverage" is almost designed to turn off viewers. Ad-fest and inane "commentary" and "punditry".
