I think it is a cost issue. Clubs are charged the cost of policing matches in the stadium and around the immediate vicinity. Other costs are footed by the taxpayer. So Greater Manchester Police, for e.g. wouldn't provide police escorts unless Manure cough up extra money b/c there would be a huge public outcry if ordinary people are footing such a bill.

So how come the away team was able to make it on time?

I understand the away team is able to use Old Trafford stadium facilities for their pre match preperations many hours before the game something like that according to Uefa rules, so they probably got there hours before.

Here in the tweet is the issue according to some sources, such that players refused to attend a sponsors event in protest of the travel arrangement shambles that sees them stuck at a hotel away from the stadium before a European game.
