CAIRO (Reuters) - A drastic and dramatic overhaul of African football is expected to be announced on Thursday, the eve of the kickoff of the African Cup of Nations, in the wake of corruption scandals consuming the Confederation of African Football (CAF).

The CAF executive committee took a stunning decision on Wednesday to cede control of the running of the organization and have FIFA general secretary Fatma Samoura parachuted in as “FIFA High Commissioner for Africa”, according to sources.

No announcement has been made by African football’s governing body but its beleaguered president Ahmad Ahmad is scheduled to hold a press conference in Cairo on Thursday at 0900 GMT.

Ahmad, who is the subject of an ethics investigation by FIFA after allegations of corruption and sexual misconduct, proposed the idea in a document shared with colleagues on the executive committee, the sources said.

Samoura is to lead a FIFA team that will conduct “a root-and-branch review of governance of the confederation, oversee operational management of the organization, and recommend where needed a series of reform efforts,” the document read.

“This will be done in order to put CAF itself on a modern and sound footing, improve its image and reputation and thus ensure that CAF is better equipped to face future challenges and to grasp future opportunities.”

FIFA are to also undertake a forensic audit of the monies they have been giving CAF.

The idea of sending Samoura to Africa is said to have been put together by FIFA president Gianni Infantino and CAF vice president Amaju Pinnick in the wake of Ahmad’s brief detention by French police last week for questioning on corruption allegations.

Ahmad, who is seeking to hold onto some semblance of power or even walk away from his post without sanction, had been forced to accept the deal and then propose it to his own colleagues, CAF sources told Reuters on Thursday.

With FIFA seeking to improve football’s image, the Ahmad controversy has come as major embarrassment to Infantino, who has been claiming a new-look, clean and corruption-free FIFA.

Ahmad, by virtue of his position as leader of African football, is automatically a FIFA vice president.

African football has been rocked not only by the firing of CAF general secretary Amr Fahmy for whistle blowing, but also a walk off in the Champions League final and the alleged assault on a referee by another of CAF’s vice presidents.

The Cup of Nations kicks off in Cairo on Friday when hosts Egypt take on Zimbabwe.

This is very serious but expected. The current regime have made it known from the outset that they inherited a bankrupt organisation. But they have also been wise by not coming out swinging with wide allegations. Note, how quickly the current regime has submitted to FIFA scrutiny and how they are cooperating.

It will be interesting to see the report from the forensic audit when it is published.

FIFA is under so much scrutiny now. To spend on CAF requires due diligence into the financial affairs of CAF. Gone are the days FIFA just threw money at Africa and all their projects that yielded nothing for football development in Africa.

Despite the millions spent by FIFA over the years, there is nothing to show for it. It is only right that the finances of CAF are dissected to find out the real problems.

Kai how embarrassing. CAF is corrupt and incompetent and clearly needs reform but one has to wonder if there is a better way of cleaning it up
After all CONCAAF wasn’t put in this situation after the actions of Blazer and the Trini official who stole millions. The other thing is whether this has been Infantino’s plan all along. The Senegalese lady was simply in too convenient a position to swoop in and play savior.

This is a stupid idea and mistake on the part of CAF to allow fifa do this to them. They are basically asking the fox to guard the hen house. FIFA is 100 times more corrupt than CAF. Just watch !!

FIFA does not have "overriding" anything...Stop with the nonsense analysis.... IF they have overriding Jurisdiction, CAF executive committee wouldn't have to vote ! FIFA would just moving without warning. !!

This Pinnick is a very dangerous and overly ambitious Individual.... This is a terrible move and they are going to regret it.

Couldn't this still be overreach? How long will Samoura be in the role, when will CAF get back autonomy etc?

...the tide is turning.
Soon a British high commissioner will be flown in to run Nigeria and all their former territories, same with France, Belgium and so on.
They will use the exodus of African migrants to Europe as excuse.

3 years ago I sent a strong petition to FIFA about CAF and the responsibility of the global body to ensure the development of the game in the continent.

Things have finally started to come around, hopefully.

Ahmad is not going to last in this job. Hayatou led an organization that systemically corrupt but at least things were more stable then and CAF was able to weather storms and get on with business as usual.
