Its not just in soccer...Its the same at the UN and other world agencies. Again, another typically African response. The point is you gave up ground when you didn't have to. You reduced your statistical chance of winning when you start sending your 3rd and 4th best. Without the combination of Nigeria, Ghana, mali, BF, Senegal in the competition we reduce our confederations chances of winning.
There is a reason Europe is not willing to give up its 16 Spots in the WC proper.

Clearly you dont understand what the question is, talk less of the answer...
In soccer you don't group the top teams in a confederation in the early rounds of a qualifying series. That's why you wont see Germany playing Spain in the first round of qualifying in Europe. Thats what FIFA did to Africa in the Qualifying rounds of the U-17 tounament . They put Nigeria and Ghana in the same group in the early rounds to eliminate one of them since only one team can qualify out of that early round.

Senegal Nigeria Cameroon were still strong teams..Your Point does not hold water.

Yes it was a fifa thing.. they used the CAF members as surrogates...

Cameroon, Angola are not considered to have very strong Youth Programs...like Ghana or Mali or B.F....

And you've never seen Belgium n France or Belgium or england inn the same group??? This is pure speculation. And it happens. Get used 2 it. They'll do what u want, then results will b the same then what will u say???

If Belgium and France are in the same group, there is always room for 2 qualifiers OUT OF THAT GROUP.....They always leave room for some sort of 3rd place finisher play off.... The didn't leave Africa with that option !!
