Why is an Italian the referee in tomorrow's World Cup Final?

I am just surprised to see an Italian as the main referee in tomorrow's 2014 FIFA World cup Final.
The last time, Germany won it all was against Argentina in 1990 in Italy. This sounds fishy. Wouldn't you agree?
Germany avenged their World Cup final defeat by Argentina in 1986 by defeating them 1-0 in the final in Rome in 1990.

well there may be something. 50% (or something like that) of Argentinans are of italians descent.
