If Bolivia had won or tied and Uruguay had beaten or tied Brazil then Brazil would have had to play an intercontinental playoff against Australia to qualify. As it happened Bolivia tied their game with Ecuador and Brazil beat Uruguay to jump to the top of the table and qualify. That is not struggling to qualify. Brazil knew what they had to do and did it.

Compare that to Argentina who finished at the cutoff point in their qualifying group and had to play a two-legged intercontinental playoff against Australia to qualify for that same mundial. Now THAT is struggling to qualify. According to your crackpot theory they should have won the 1994 WC
