Guinea punished by CAF for passport fraud

Aboubacar Conte and Ahmed Tidiane Keita were not eligible to participate with Guinea in the Final Tournament of the U17 AFCON.

They played in Japan in an U16 competition using different date of births to the ones used in U17 AFCON tournament. The Japan tournament date of births would prevent the players from being involved for being too old.

Punishment:
  • Guinea have been excluded from 2019 U17 World Cup
  • Banned from 2021 and 2023 editions of the U17 AFCON
  • Aboubacar Conte and Tidiane Keita banned for two years.
  • Runners-up Medals must be returned.
  • Senegal will qualify for the 2019 U17 World Cup
  • The person at the Guinea FA who entered modified passport detail will be banned from being involved in CAF activities for two years.
  • Guinea FA fined $50,000 USD, liable for a further for $50,000 USD fine if it happens again within the next four years.

I agree. Issues like this should be resolved before the next match is played. Challenging but so be it.

Also the guy who supposedly (and in assuming deliberately) entered the fraudulent ages should be banned for life, not two years. Two years only if it was due to incompetence.

Nigeria should have played the final of the 2019 U17 Africa Cup of Nations against Cameroon after the Confederation of African Football found Guinea guilty of falsifying documents.

The Nigeria Football Federation filed a complaint to CAF over two non-eligible players named in Guinea's starting lineup in their 10-9 victory on penalties against the Golden Eaglets in the U17 Africa Cup of Nations on April 24.

The Nigerian Federation informed CAF that Aboubacar Conté and Ahmed Tidiane Keïta wearing the number 11 and 15 jersey respectively played in the tournament with different passports (born in 2002) from those they used in another tournament in Japan two years ago (born in 2001).

The Senegalese Football Federation had also complained to CAF and they are the biggest winners as they will replace Guinea as one of Africa's representative at the 2019 U17 World Cup.

CAF announced that Guinea is suspended for the next two editions of the U17 Africa Cup of Nations and both players with falsified documents, Aboubacar Conte and Tidiane Keita, are suspended from all football-related activities for two years.

The Guinean Football Federation was sanctioned with a fine of US$100,000.00 for the falsification of the information communicated concerning the participation of the players in the U17 AFCON tournament organized in Tanzania.

Half of this fine, in particular $ 50,000 (fifty thousand US dollars), is suspended for a period of four (4) years provided that the Guinean Federation is not guilty of a similar offense during this period.

CAF's Disciplinary Board also decided that all medals received by Guinea as finalists must be returned to CAF within 21 days, failing which a financial penalty of $ 20,000 will be imposed.

As many of us have been saying, the MRI program is ineffective and just something for FIFA to show that they're doing something about age cheating. The reality is that they have no answers.

MRI can disqualify a legitimate U17 talent and pass an old man.

The U17 should be scrapped or restricted only to players who can produce an authentic birth cert that can be verified. If you don't have a birth cert then by default you should be automatically disqualified from an age-restricted competition anyway as your age cannot be verified.

The West Africans have been banned from the next two editions of the continental showpiece as well as the World Cup for fielding two overage players

Guinea have been disqualified from participating in the next two editions of the U-17 Africa Cup of Nations and the next FIFA U-17 World Cup after fielding two ineligible players – Aboubacar Conte and Ahmed Tidiane Keita – in an Afcon U-17 game in Tanzania against Senegal in April.

The decision was made earlier this week by the Confederation of African Football’s Disciplinary Council, which met at the governing body’s headquarters in Cairo, Egypt to reach a consensus after a complaint by the Senegalese Football Federation concerning the aforementioned players.
The dates of birth revealed before the game indicated that Conte and Keita were born in 2002, which contradicted the pair’s details as they were submitted for a youth tournament in Japan in 2017, which showed the duo's dates of birth to be in 2001.

Guinea finished as runners-up at the U-17 Nations Cup, defeating Nigeria on penalties in the semi-final, before a shootout defeat at the hands of Cameroon in the final.
Senegal, who originally finished third in Group B, behind Cameroon and Guinea, therefore missing out on U-17 World Cup qualification, will now represent the continent in Brazil.

As reported by Football365, below are the excerpts from the CAF statement:
"The Disciplinary Jury decides unanimously...to impose the following sanctions against the Guinean Football Federation:

1. That the players Aboubacar Conte and Ahmed Tidiane Keita were not eligible to participate with Guinea in the Final Tournament of the U-17 Afcon played in Tanzania. Because of their participation, the team is excluded from the competition and all its results and achievements during the competition must be cancelled;

2. That the Guinean Football Federation, following its disqualification, is prevented from representing CAF at the FIFA U-17 World Cup to be held in 2019;

3. That in accordance with the regulations of the U-17 Afcon, the Guinean Football Federation is banned from the next two (editions of the CAF U-17 Afcon);

4. That players Aboubacar Conte and Tidiane Keita are prohibited from exercising any activity related to football for a period of two years;

5. That all medals received as 'finalists' must be returned to CAF within twenty one (21) days, failing which a financial penalty of $ 20,000 (twenty thousand US dollars) will be imposed;

6. The Organizing Committee will be invited to reinstate Senegal and the Executive Committee to approve the participation of Senegal as CAF's 4th representative at the FIFA U-17 World Cup to be held in 2019;

7. That the person responsible for entering the date of birth of the players concerned in the final tournament of the U17 CAN be sanctioned in accordance with Article 135.2 and be prohibited from exercising all football related activities for a period of two years

8. That the Guinean Football Federation be sanctioned with a fine of 100,000 USD (one hundred thousand US dollars) for the falsification of the information communicated concerning the participation of the players in the Afcon U-17 tournament organized in Tanzania. Half of this fine, in particular $50,000 (fifty thousand US dollars), is suspended for a period of four years provided that the Guinean Federation is not guilty of a similar offence during this period.

Age cheating has been a persistent problem in African football, with FIFA introducing MRI scans to check the ages of players at the 2009 U-17 World Cup, which was held in Nigeria.

They have birth certificates...

The certificates are however not considered reliable (frankly no Nigerian certificate is, and thus many embassies have to authenticate Nigerian certificates before accepting them) - and that's the systemic problem that needs to be fixed!

How about the rights of those who were denied playing in the final? Their deeds came to light over 48 hours before the final with Japa willing to supply proof which can be faxed, scanned and emailed.
A meeting should have been conyed to give Guinea an option to contest it if they think it's false but will attract longer punishment if the allegation holds. That way they would have been allowed to play the final pending full investigation.
If they forfeit their right to contest it then another team should have replaced them.

The boys denied progression are as much the victim and not Guinea.

The whole world read about the allegation but not a word of clarity from CAF as to why Guinea was still in the competition, until now.

The fact is the complaints HAD to be validated. That process takes time and needed to be thoroughly investigated and completed because of the implications. CAF took the right approach.

Yes, Nigeria was denied an opportunity to play in the finals. However, they had an opportunity to defeat the Guineans and failed, via penalties. Not a big deal. Important thing is they qualified for the WC.
We need to remember that Amunike's U17 team also came in 4th in the African U17 Tournament, but went on to win the WC itself which was much more important!

You're saying here that embassies have to authenticate Nigerian certificates. Well, there is nothing stopping NFF doing the same. We may even find it easier (and cheaper) to do as we understand our system and terrain better than foreign embassies.

The price we're paying now in Africa for not wanting to do the right thing is to be saddled with a fraudulent MRI system that can disqualify our legitimate young prospects and allow in cheats like these two players who cheated us out of a final.

The MRI scan is not perfect but looks like a good deterrent. Determined cheaters still use overage players that can pass the test.
