WHY IS THERE NO VAR IN AFRICAN FOOTBALL TOURNAMENTS?

Is this because of lack of funds, or just the intent to institutionalize 'ojoro"? Can someone tell me?

var was used at afcon but i assume because not all the stadiums in qualifiers are capable of using it.

...VAR usage involves funds, training, and 100% electricity. African countries, FAs, and main organization don't have it.
