The Moroccan Football Federation (FRMF) withdrew as hosts for this year's edition because of health and safety concerns surrounding the Ebola virus epidemic

Morocco have been banned from competing in the next two Africa Cup of Nations and fined just under €9 million for refusing to stage the 2015 tournament.

The Moroccan Football Federation (FRMF) stood down as hosts because of health concerns surrounding the outbreak of the Ebola virus in west Africa and the event was subsequently switched to Equatorial Guinea.

However, CAF has dismissed the legitmacy of the late withdrawal and consequently decided to impose a fine of $1,000,000 (€830,000) upon the FRMF, order the organisation to pay an additional €8.05m in compensation, and exclude the Atlas Lions from the 2017 and 2019 African Cup of Nations tournaments.

A CAF statement read: "Morocco had based its request to postpone the tournament by a year on 10th October, 2014, on allegations 'of the highest health risk'.

"Morocco cited the outbreak of the Ebola virus as a case of force majeure in justifying its request for postponement, citing in particular the risk of contamination of its population because of anticipated fans' flows.

"CAF raised objections and inadmissibility of Morocco's request who were obliged to state their position of withdrawal from the organization of the 2015 Orange Africa Cup of Nations by 11 November 2014.

"The Executive Committee considered that, contrary to what the Royal Moroccan Football Federation cited, force majeure cannot be accepted for the benefit of the federation.

"Thus, according to the provisions of Articles 7.1.a, 23.11 and 62 of the Statutes of CAF and in accordance with Article 41 of the Application of the Statutes of CAF regulations and according to Article 92.4 of the competition rules and the terms of the Framework Agreement signed for the Orange AFCON 2015, the CAF Executive Committee decided to suspend the national team of Morocco from the next two editions of the Africa Cup of Nations, 2017 and 2019, and to impose on the federation the regulatory fine of $1 million.

"The CAF Executive Committee decided by a separate measure to be borne by the Royal Moroccan Football Federation the sum of eight million and fifty thousand euro in compensation for all material damage sustained by CAF, stakeholders and partners as a result of the decision not to host AFCON 2015."

Two isn't enough. They should have made it at least 3.

There is no way Morocco wins..........I agree CAF shouldn't have done this but Morocco broke the terms of a contract and cost CAF a lot of money. Having your Health Minister telling you not to hold the tournament wont be enough. If WHO had given a directive or if Morocco had gotten an independent medical organization then they might have a leg to stand on.

The health minister is who exactly? And I guess the health ministers of the other participating countries and the new host nation have less clout or knowledge? 2 tournaments wasn't enough, they should have hammered them heavier even

CAF is a largely useless body and they should have had a backup host nation on stand-by and hopefully they will in future but if a country reneges on an agreement based off baseless fears then they deserve everything coming to them.

CAF needs to back down or this will get out of control very quickly.

This is actually good for morrocco. Let's face it, AFCON is a meaningless tournament these days,they can focus on WC qualifying and friendlies .

Part of qualifying for the world cup is playing competitive matches against the type of teams you will face.

In being banned till 2021 they have essentially destroyed the international career of every player above 26.

CAF is corrupt and useless, but they can pretty much get away with anything. Hayatou has friends in high places, so he can do no wrong.

But remember Nigeria was banned from 2 ANCs for boycotting, NOT for refusing to host... Nigeria boycotting was taken as a slight, and did not create any logistic headaches for CAF. Not defending CAF, but your comparison isn't appropriate.
