One off tournaments are important but we need a steady dose of league-style play, in decent facilities, at the lower levels
I think we can both agree that a lot more is needed than just a yearly tournament. I am suggesting a season long league style competition which culminates with some sort of knockout competition, followed by the National Acadamicals Cup or whatever it was called. Yes they did, at least in the MidWest. Only difference now is that, in addition to the state competitions, there's the national competition (NNPC/Shell Cup).
Not all states have the Principals (or Governor's) Cup, but that's not necessarily new...
The only distinction presently is that instead of the collective 'Academicals' teams, the state champions play in the Shell Cup.
In addition, the Principals Cup is now contested in male and female categories...
And the collective (Academicals-type) teams only contest in the National Sports Festivals.
There's no Silver Bullet (or one-size-fits-all) to youth development...
In Nigeria, there are schools, states, LGAs, regional, and national youth competitions - in addition to "Academies".

Every state had a knockout competition. They might not all have had the same name but the competitions existed.
Initially, the MidWest had the Edo Osagie Cup but later on, they added the Principals Cup. The logic behind maintaining two different cup competitions was based on the fact that schools like Hussey College and Edo College who had HSC programs had an unfair advantage. Participation in the Principals Cup was limited to students in Class V and below. The Principals Cup was run the exact same way as the Edo Osagie Cup; a round-robin stage followed by a knockout stage
