There’s a lot of truth on this thread, but also a lot that misses the mark.
Nacho is not what I would call World Class, but there’s definitely better situations where his quality would shine. He’s Leicester’s best option as Vardy is past it, but Rodgers rigidity keeps him from starting as Rodgers believes Kele can only play with a partner and he likes to play a lone target man.

Rodgers is obsessed with a system and plays only players that fit the system but does not necessarily improve the players that fit his system
