On what basis do you assume that he does not mean or fully understand exactly what he has said?

I think you might be up to something there; you know English isnt our first LANGUAGE after all and, often the meanings we assign to words we speak aren't the true meanings especially for someone from Botswana. He probably wont use arrogant if he realized its rather offensive.
One thing is obvious. Thinking that you have a better command of the English language than people from Botswana is quite arrogant.

I am a Nigerian with a pretty good grasp of the English language and “arrogant” is exactly how I would describe Noah Lyles🤔❗️

A man uses a fairly common English word, and your conclusion is that he doesn’t know what it means? Why? Because ‘he’s African’ …that’s your answer. And when those of us with interaction with Motswana tell you different, you still insist on your earlier baseless assumption.
