He can be. He has specific triggers and one of them is what he sees as clear fouls that even a blind man should see but somehow missed or considered fair play by the ref and/or his assistants.

Not true. We have seen and we see similar boneheaded plays and decision-making from all countries. It comes down to the player's (or players') quality, experience and mental strength. Yes, the frequency varies from division to division, league to league, and country to country. But this is exactly why it has more to do with the quality of the players and the other attributes I mentioned rather than due to some inherent or unique national characteristics.
