Why Does Nigeria get Easy Groups while CIV gets Hard Ones?

It's quite baffling.
Now whether Nigeria Eagles take advantage, all the time is a different matter.
The question is, how do they get into easy groups so often?
I thought this would change with Amos Adamu's FIFA ban but apparently not.
So what is the secret sauce?

2018 WCQ - Algeria, Cameroon, Zambia. We bossed the group
