Not necessarily, but consider:

1. Benin Republic has regularly, in recent times, reached the AFCON finals.

2. Reaching the AFCON finals, starting from last edition, is far easier with 24 teams than it previously was with 16 and even with 8 teams when Benin Rep was represented at the event.

3. Consider that Benin Rep had opportunity to qualify for finals under Rohr but lost. Thus, it was not that they were eliminated before he was hired.

The fact is Gernot Rohr is and was never a difference maker. That much should be clear. His Nigerian record states as much just as his stint previously and elsewhere. It is really delusional to think otherwise.
Benin didn't qualify for the last AFCON, though. They were eliminated by SL. They may be going through a poor cycle in talent or administrative issues. It's unfair to put it ALL on the coach when they also failed to qualify for the last one.
