I support that. But maybe not entirely but put points in place of goals, so a PK goal weighs lower than outside the box goal and a dead ball goal weighs lower than an open goal, then shots on target will be a tiebreaker before penalty shootouts.

Makes no sense. Players will start shooting from the midfield to get their shots on goal tally up, and still lock down shop for goals.

I prefer if they take off 1 player on each side when the extra time starts, then 1 player off after every 5 mins until the game ends. This will force teams to take more risks and score rather than lock up shop. It will also be very entertaining.
